Sandra Benítez is a System Engineer with Master in Business Administration, studied at the University of Los Andes (ULA) - Venezuela. In the ULA he has held different positions that have allowed him to maintain a managerial experience in the management of human, technological and administrative resources. Currently, she is Head of Information and Communication Technologies and Coordinator of the Council of Information Technology and Academic Communication (CTICA) of the ULA. She worked between 1998 and 2003 as General Coordinator of the ULA Data Network (RedULA), one of the largest telecommunications networks of Venezuelan public universities. She is a researcher recognized by the National Program for the Promotion of Researchers, a program accredited by the National Observatory of Science, Technology and Innovation (ONCTI) of the Ministry of Science and Technology and Light Industries, and the ULA Program for Research Encouragement. It works with the following lines of research: knowledge management, telecommunications networks, microenterprises, and technological and educational innovation. He is an active member of the Fundación Escuela Latinoamericana de Redes (EsLaRed), a non-profit foundation that supports the development of research projects in developing countries. He has been a representative of EsLaRed in international events such as the Internet Governance Forum (IGF) for Latin America and the Caribbean, and has participated in research projects of the Association for Progressive the Communications (APC). Currently, he is a student of the Doctorate of Organizational Sciences of the Faculty of Economic and Social Sciences of the ULA and is a member of the following ULA Research Group: Legislation, Organizational and Management Research Group (GILOG) and Actions Training Research Group (GIAF).
