Sandra Benítez is a Systems Engineer, Doctor in Organizational Sciences from the Universidad de Los Andes (ULA) and Master in Business Administration from the ULA. Currently, she works as Head of Information and Communication Technologies (ICT) at ULA and Coordinator of the Academic ICT Council (CTICA) at ULA. During the years 1998 to 2003 she was Coordinator of the Telecommunications Network of the ULA. She is a researcher, category "B", of the National Program for Researcher Promotion
of the Observatory of Technological Innovation of Venezuela, and is a member of the Research Groups: Training Actions (GIAF) and Legislation, Organizational and Management (GILOG) of the ULA. Since 2000 she is an active member of the Fundación Escuela Latinoamericana de Redes (www.eslared.net) of Venezuela, and since 2009 she is a researcher at the Association for the Progress of Communications (www.apc.org).
